regime for cannabis in Australia, allowing expiation for possession of up to 100 grams of cannabis.

2.3 The then Minister for Health highlighted this divide in his second
reading speech:
The expiation fees will apply to the possession and use of small amounts of
cannabis and cannabis resin, the cultivation of cannabis for non-commercial
purposes and the possession of implements which are connected with the
use of cannabis or cannabis resin.

be drawn between cannabis and cannabis resin, but cannabis oil would
remain subject to a policy of total prohibition (pp.309 -311).
