adopting a must-do approach to something in this 3
particular area because, unfortunately, we do know that 4
the prevalence of illicit drug use, whether it's from 5
drugs such as cannabis, methamphetamine, heroin and 6
others, there is a relatively significant prevalence of 7
the use of illicit drugs in our community. 8

In regard to the ability of the
Minister for Health to grant licences, authorities or permits with respect to somebody
manufacturing, cultivating, supplying, administering or possessing cannabis or cannabis
derivatives, is there a place in the department where that request will go to, or does it go direct to
the Minister for Health?
